For years, Suleiman Mohammed and David Tshei co-owners of Laurra Auto Services, poured everything they had into their small auto repair business in Minneapolis' Phillips neighborhood. But when zoning laws in Minneapolis changed, they found themselves in danger of losing what they had worked so hard to build.
