Brian Meloy is a member of Leonard, Street and Deinard’s Energy group, practicing out of both the firm’s Minneapolis and Washington, D.C., offices. Brian represents both public and private entities located throughout the United States in energy transactions and regulatory matters before the Federal Energy Regulatory Commission (FERC) and state utility commissions. Brian counsels energy clients on issues related to regulatory compliance, ratemaking, market design, transmission access, generator interconnection and project development.
A focus of Brian’s FERC practice is representing electric utilities, electric power cooperatives, independent power producers and power marketers active in centralized energy markets throughout the United States at FERC. In the past year, Brian has represented market participants in major initiatives at FERC relating to the markets administered by the California Independent System Operator Corporation, ISO New England, the New York Independent System Operator and the Midwest ISO.
Brian focuses his state regulatory practice on permitting renewable and traditional energy facilities, cost-of-service ratemaking and ongoing regulatory compliance matters. In 2010, Brian represented clients with respect to the permitting over 500 MW of wind energy facilities in Minnesota.
In 2007 Brian was named an Up & Coming Attorney by Minnesota Lawyer magazine and in 2005 was honored as the Leonard, Street and Deinard Legal Clinic Volunteer of the Year. Prior to practicing law, Brian clerked for the U.S. Environmental Protection Agency’s Office of Enforcement and Compliance Assurance in Washington, D.C., and worked for Facilities Management-Electric Distribution at the University of Iowa.
